Oshkosh won the JLTV contract in 2015, beating out AM General and Lockheed Martin. But the Army is preparing a new contract for the vehicle, with a new award expected in the fourth quarter of 2022.

According to industry day slides released earlier this month, that contract is expected to be worth $6.5 billion and include about 17,000 JLTVs and 10,000 trailers. Oshkosh expects the bid to be competitive given the number of vehicles it has built to date and its position as the contract holder.

Despite the new and upcoming contracts, during its latest quarterly earnings call in October, an Oshkosh executive said the company expects defense revenue to decline due to a slowdown in the Navy's JLTV purchase. John Pfeifer, Oshkosh's president and CEO, said on the call that the JLTV program is "ground-breaking" good business that will help the automaker win "follow-on" contracts.

"This JLTV program will go into the 2040s, beyond 2040," Pfeifer said. "So I would say it's a good basic business. The Joint Light Tactical Vehicle (JLTV) is a US Army, US Marine Corps, and Special Operations Command program to partially replace the Humvee fleet.

The competitive repurchase of the A2 JLTV is suddenly underway, with its latest Request for Proposal (RfP) issued on February 9, 2022, and a contract award expected in September 2022.

The High Mobility Multi-Purpose Wheeled Vehicle (HMMWV), which first entered service in 1985, was developed during the Cold War, when improvised explosive devices (IEDs) and asymmetric warfare were not important factors in military planning. HMMWVs showed vulnerability to IEDs, and the difficulties and costs experienced in adequately armoring HMMWVs led to the development of a family of survivable vehicles with greater payload and mobility. The JLTV was initially reported as an impromptu HMMWV replacement; however, US Department of Defense (DoD) officials. emphasizes that JLTVs are not intended to replace all HMMWVs now.

The public JLTV came out in 2006. Early government documents stated: "Responding to an operational need and an aging fleet of light tactical wheeled vehicles, the joint services developed requirements for a new tactical wheeled vehicle platform that would provide increased force protection, survivability and improved ground capability [armored Humvee] mobility- while balancing requirements and portability with total cost of ownership." The joint service nature of the effort is guaranteed by congressional language in the Fiscal Year 2006 (FY06) Authorization Act, which mandates that the future tactical wheeled vehicle program be a joint program.
